Meeting with Professor Paul Romer of Stanford University, 01 września 2010

On Wednesday 1 September 2010, Professor Hübner met Paul Romer at her office in Brussels to discuss his new idea in development cooperation about charter cities. He explained that a charter city would be a plot of land in a developing country that would be leased long-term to a developed country, where the rule of law would be supervised by this developed country and immigration would be free. In theory, the city would develop very quickly.
Professor Hübner addressed some concerns that first surfaced when she read about this project, including the concern that the idea sounds a lot like a modern form of colonialism. Professor Romer managed to reassure her that there should be no such fear, however, and gave the example of the city of Shenzen in China, which developed from a population of 30,000 to 10,000,000 in less than 30 years due to increased freedoms granted to it by the Chinese government. The best thing about the idea, he stressed, would be the provisions that would be made for poor people to ensure equal treatment for everybody.
